The withdrawal has not moved in nine days. Support answers with the paragraph it sent on day one, then sends it again. In a forum thread a stranger tells you to complain to the licence, and that sounds like the obvious next step.
It is a legitimate step. It is also slow, and the regulator says so in its own paperwork.
What a Curaçao complaint involves on paper
If your casino's footer names Curaçao and the licence behind it is a current one, this is the process you are entering. The rules sit in the Curaçao Gaming Authority's Player Complaints Policy Guidelines, version 1.1 of 18 June 2025, published on the authority's own portal.
You go to the operator first, on its complaint form: name, address and place of residence, account number, the date of the disputed event, a description of the conduct. Lodging it is free, and you have six months from the settlement of the bet or the incident.
Within one week the operator confirms receipt in writing. It then has four weeks to assess and answer, and it may extend that once by another four with written notice. Eight weeks before the internal stage is finished, in the slow version.
Responsible gaming complaints get a five business day target. A frozen payout is not that category.
Unsatisfied with the answer, you move to an independent ADR entity certified by the authority. That part is genuinely good: free to you, with the operator carrying every cost. It is one shot, because a completed ADR process cannot be reopened with another provider.
Then the line most people do not expect. The CGA states that it will not resolve or decide player complaints about gambling transactions, and that it does not mediate in individual disputes. It supervises how complaints are handled. Your case is not what it rules on.
Why that route is the slow one
Weeks to the operator's answer, more to ADR, and your balance sits still throughout. File it anyway, because it is free and it puts everything in writing. Do not make it your plan for Thursday.
The desk that can release your money

While the clock runs
- Capture the evidence on screen: restriction wording, timestamp, amount, ticket number, payout address
- Pin down which you are in, verification or a security check, and which documents close it
- File the operator's form in writing even while your manager works the case, so the clock starts

- Note the ADR provider named in the terms, because that is the name you need in eight weeks
